This makes them the strongest naval force in the game and can also provide maneuvers like a mass amphibious assault. Human units benefit from having mariner which makes them able to fight as well on water as they do on land. This is a nice perk and should not be ignored but it is no exactly enough to carry through out the game. It also helps outposts to begin paying for them selves more rapidly. This early start can snowball in to a tech advantage in the midgame. This is also important since your first building will go up a turn earlier. This means that in the 10 turn mark a human leader would have produced an additional Longswordsman or Halberdier then the others. Every city they own generates a +5 bonus to production innately. Humans have an advantage with production.
